KGB to control Belarusian land distribution
The Belarus government amends procedures to protect national interests when granting land plots to investors.
Now, officials should inform the KGB about the investors' bids.
Previously, any state body was obliged to consider the application by an investor for making an investment agreement and take a decision within 30 days. Now this term will be in force only if the investor does not apply for a plot of land for construction of objects prescribed by the project. Otherwise, the term of consideration is prolonged till 60 days.
According to Ejednevnik, it was the official who decided which investor would receive a plot and whom to make an investment agreement with. This was "a fine source for corrupted officials". According to the new regulations, if there are several contenders for one plot, the decision is taken upon the results of the contest, appointed by the state body. Moreover, the officials are obliged to inform the KGB about the contest among the investors within 1 day after taking the corresponding decision. The KGB will protect the national interests of our country, Ejednevnik notes.
The new procedure of land grants to investors and making agreements with them came into force on September 1, 2013.
