Chinese driving inspectors stopped a minibus packed with passengers in Guiyang. The minivan for 6 persons was transporting 51 people.
The minibus attracted attention because it was moving very slowly. The passengers were builders from a construction site. The minibus driver is going to be fined, The Guardian reports.
