NATO Secretary General: negotiations with Putin were positive but there was no break-though

NATO Secretary General Jaap De Hoop Scheffer claimed that the farewell negotiations with the Russian President Putin were positive but there was no break-though in points at issue.

"The negotiations were positive but I cannot say we noticed some essential break-though in the morning”, - said the Secretary General of NATO after a 90-minutes conversation with the Russian leader.
