Who turned the main Belarusian rock awards ceremony into a rather disappointing provincial fest, and how did he do it?

The "Rock-Coronation" should be considered dead, once again. Half of the chairs were left empty in the pompous hall of the Maladechna palace of culture, and there were close to no automobiles with Minsk registration numbers at the parking space. So why does the concert, which used to be the key rock-event of the year for 18 years, attract no attention of the viewers today?
The reasons for neglect of the "Rock-Coronation" are much more complicated than bad weather on March 31, poor work of the organizers or public boycott of the ceremony by some musicians. Such social occurrence as Belarusian rock is on the road to non-existence. This is why the awards ceremony also loses its significance.
In mid 2000s, the state TV-channels' camera crews stopped coming to film the event. No one paid attention to that then. The main heroes of the ceremony were disseminated into the "black lists", and the ceremony itself still was a great holiday for the non-formal community.
However, if such a blow would have passed unnoticed for some ordinary fest, it caused serious harm to the "Rock-Coronation". The ceremony started gasping and diminishing without publicity. The winners' names rescued the event from year to year. Three years ago, half of Minsk came to Maladechna to see the "Lyapises". The hall was overcrowded. As for this year...
Uladzimir Puhach received his crown at last. 6 years ago he refused to come onstage for the rock-crown because presidential candidate Alyaksandr Milinkevich was sitting in the audience then. J:Mors —the best pop-rock band. The guys gathered the whole Palace of sports for five thousand people in December. However, they failed to attract 800 viewers to the "Rock-Coronation".
Bad weather prevented not just the viewers from coming to Maladechna. The car of Drum Ecstasy was broken on the way to the "Rock-Coronation". Therefore, the rock-crown for devotedness to the genre and for the input into the Belarusian music's development went to the former participant of the DE Alyaksandr Harokh, who plays in Znich now.
The absence of Drum Ecstasy caused a break in the middle of the concert, for nearly an hour. Another "Drummer" Zmitser Kharytanovich was supposed to get the award on behalf of the band Pomidor/Off. Alyaksandr Pamidorau sharply criticized this year's "Rock-Coronation" before, and left to St.Petersburg for the solo-concert instead of Maladechna. In the end, Euroradio's journalist Pavel Svyardlou got two rock-crowns, for the song "Smoke" and the main rock-crown, instead of Alyaksandr Pamidorau:
"I think that I am the only person here who does not regret Alyaksand Pamidorau's absence", - Pavel commented from the stage, feeling the absurdity of the situation.
Euroradio tried what the winners poured in their rock-crowns. Akute chose cognac for this, ZM99 — beer. Rock-Princess Zoya Sakhonchyk poured some vodka into Ales Tabolich's crown and the musicians drank brotherhood with each other right after this. "Rock-Coronation" is like an orgasm!" - Zoya confessed cheerfully. ZM99 have waited for the crown for more than 10 years, the same as Znich. Finally, they made it.
The viewers also enjoyed the concert, but we left Maladechna with gloomy thoughts.
The "Rock-Coronation" is dead, but we are still alive.
