Young man delivered to police station handcuffed for repeated dactyloscopy

A youngster refused to go through dactyloscopy as he already did it a year ago. As a result, he was delivered to the police station in handcuffs. He addressed to Euroradio's editor's office. 

"They dragged me out of the car and handcuffed. Then they delivered me to the administration of internal affairs and fingerprinted by force, that's all. On the whole, the situation is such that they will take fingerprints from everyone by any means. They came to my place before but I think they have no right to make me go through dactyloscopy again as I did it a year ago",  - says the youngster who works at one of the city hospitals as a doctor.

In the opinion of Alyaksandr Lastouski, the head of the information center of Minsk police, the policemen could not have used physical force without any grounds. Probably, the citizen did not want to go through dactyloscopy voluntarily. According to the law, all citizens bound to military service are obliged to go through this procedure, therefore, the policemen had a right to deliver such person to the police department, Alyaksandr Lastouski is convinced.

"I assure you - no policemen will misuse their powers. Why would they handcuff a citizen and lose their job, their salary - I mean, what for?" — comments Lastouski. However, he failed to explain under which reason a person may be summoned for repeated dactyloscopy.

On November 14, some web-sites informed that Philip Kirdun, who refused to give his fingerprints due to religious convictions, was beaten by the police.

However, the internal security administration of the Interior Ministry conducted a checking. According to the police's version, Kirdun resisted, therefore, they were authorized to handcuff him. The court fined him for Br 750 000 later.

"No responsibility is prescribed exactly for refusal from dactyloscopy. However, the courts receive many protocols for refusal to follow legal demands of the policemen. This is not a policeman's wish, this is the law. When you refuse, you break the law. When there are trials, and they do take place, it's Br 700 thousand fine", - the press-center of Homel police has told to Euroradio.

The police cannot "fingerprint" Jury Hubarevich from the movement "For Freedom". They do not hurry to execute an official subpoena, while he does not hurry to go to the police department without it. Thus, they are looking for him but cannot find him. Hubarevich often goes abroad - Euroradio has just caught him at the station in Warsaw.

"The policemen are now trying to find me at different addresses in Belaazyorsk and Minsk, but in vain".

Temporary acting Minister of Internal Affairs Aleh Pyakarski has informed that 37 thousand people have not gone through dactyloscopy yet. The majority of them work abroad. The police plan to "fingerprint" them by the end of the year.
