Father’s debt for upbringing of his children in orphanage gets accumulated even if he is imprisoned

The state has been imposing huge fines on loafers having many children since 2005.

The presidential decree about obligatory job placement of loafers allows making alcoholics pay 192 thousand roubles a month for the upbringing of each of their children. ERB has found out that the debt has been accumulating for more than three years.

The chief specialists on maternity protection of Chashniki District Executive Committee Lidziya Bahadzyazh has told ERB that loafers having many children owe more than 9 million roubles to the state starting from 2005.

Lіdzіya Bagadzyash: “parents have been deprived on their parental rights in nine families this year. It has happened in a big family (four children) recently. About ten parents were wanted and they were finally found. However, their debt to the state is about 9 million roubles for 4 years”.

It turns out that a loafer deprived of, say, four children will owe 36 million roubles to the state. However, parents are unable to make such a big amount of money.

“Try to find placement for a loafer without any qualification and education, - continues Lidziya Bahadzyash. – If a loafer gets imprisoned, the state gets 5 or 10 thousands a month. It is ten times less than the state spends on the upbringing of their children. A loafer can find placement on a collective farm and make 180 thousand s a month. However, it is not enough to pay for at least one child. How can they pay the debt? At the same time, the presidential decree has allowed making loafers pay at least small sums for the upbringing of their children”.

The head of the collective farm of the Hatynichy village, Hantsavichy District, Hvedar Kuratnik desperately complains that the law makes him give placement to “loafers”.

Hvedar Kuratnіk: “Let them work anywhere but on my collective farm. They are forced to work and they do not want to do anything. They are alcoholics without any trade. A woman from Hatynichy has eight children all living in different orphanages. She does not go to work and just runs from one man to another in the neighbouring villages”.

The decree on making loafers pay and the work of officials have brought their results. Some loafers turn over a new leaf. More than 40 children returned to their parents in Chashniki District in 2008. 

30-eyar-old Alena Shchahlova from the village of Bircha, Babruisk Distrcit has decided to start a new life herself. She has two previous convictions – for bodily injuries and a theft from the local shop. Alena’s first son was born when she was 16.

Alena Shchahlova: “I was unparented for one year when I was in prison. My Mom became my children’s tutor. Then I got my children back”.

ERB: “How did you manage to give birth to five children?”

Alena Shchahlova: “What could I do, did I have to turn them out of house and home?”

Loafers fail to pay their debts to the state and the state does not meet its engagements to such mothers like Alena. Alena lives in a rotten two-room house together with her mother and five children.

Alena Shchahlova: “They give free food to my children and children’s assistance. I am getting 630 thousands for the youngest ones – Dzima and Danila. And 550 thousands for the older ones”.

ERB: “Are you going to find a man to help you?”

Alena Shchahlova: “Nope, I am disappointed in men. I think of going to Babruisk and asking for a flat. The President said that flats would be given to those who have more than five children. Our house is too small for us all”.
