General Secretary of Council of Europe: Minsk should introduce a moratorium on death penalty to get back to CE

Moratorium on death penalty is one of the basic conditions Belarus should fulfill to get back the Special Guest status in the Council of Europe.  This was informed by the General Secretary of the organization Thornbjorn Jagland in his comment to  RIA "Novosti".
Moreover, Jagland said there were many other problems in Belarus. To be a fully authorised member of the Council of Europe, a country should have developed democratic institutions, normal laws and respect for human rights, said the European official.

"The moratorium should be the first step, then we'll see what else we can do", - added he.

Answering the question whether he plans to visit Belarus in the near future, Jagland said he hadn't planned anything like this so far.
