Assignment “evasion” goes up in price by 23 millions in four years
The sum scares graduates and they have started refusing from assignment less often.
“Practically everyone has reached their destination”, - said the deputy
Minister of Education Kazimir Faryno answering a question about the
results of the assignment of 2010. ERB has asked the head of the BSU
staff department Natallya Nyapeunaya about the number of students who
have evaded assignment this year:
"...their number keeps
decreasing every year. Most of them are graduates who are automatically
exempt from assignment – those who study for their Master’s degree or
candidates... They are exempt from compensation for the period of their
studies”.
Belarusian State University does not present a detailed
statistics. However, the situation in the pedagogical university is
similar – only 2 graduates have not reached their “destination” this
year.
"910 people have been assigned, - says the deputy head of
the staff department of BSPU Valery Alavyannikau. – 69 of them have
started studying for their Master’s Degree. 16 have been drafted. 1
person is on maternity leave. And two people have not reached their
assignment destination”.
The compensation commission has not
discussed their cases yet: the graduates have received letters asking to
explain why they have not come to work:
"There was a case last
year, - continues Valery Alavyannikau. – One of our graduates went on
vacations to Thailand and broke her leg there. She was taken to
hospital. Her mother explained it to us and we sent her a letter asking
to explain the situation. She arrived in October. We knew about it and
did not take any decision about the compensation”.
By the way the sum of the compensation in the pedagogical university has not changed since the last year.
Valeryi
Alavyannіkau: "It is difficult to tell you the exact sum but it may
total form 17 to 22 million rubles including all expenses”.
According
to unofficial information, the sum may total 40 million rubles in BSU
this year – it will depend on the faculty and a number of other
circumstances. ERB has talked to Natallya who is dissatisfied with her
assignment so much that she is considering the possibility “to pay off”
to the state.
Natallya: “They told me I would have to pay about 40 or 50 millions. But I do not think it can be that much!”
“Assignment
evaders” from BSU had to pay about 17 million rubles for exemption of
the 2-year labour-rent for their “free” higher education. The sum
increased to 30 million the year before last and to 40 millions – last
year. Naturally, the jitters are not included in it.
