40 billion roubles is needed for social assistance

ERB has found out that it would take almost 40 billion roubles more than it is mentioned in the budget to render social assistance. Deputies of the House of Representatives demand that the government should find and allocate the money. However, there is an opinion that not all the money that has already been allocated reached its addressees. Deputies of the House of Representatives will listen to the excuses of the government that will have to explain why the yearly budget of social assistance was over in March on Friday. A deputy Maria Hudaya informed ERB about it.

Maria Hudaya: “They should explain why it has happened. They either did not count it accurately or did not conduct a preliminary analysis and did not count the exact number of people”.

She says that besides a mistake in the calculation of the needed sum, the money was given to many people who did not have the right to get the assistance.

Maria Hudaya: “There are people who did not work and applied for the assistance. There are many hidden sources of income. There are civil marriages and the mother may be getting assistance even if the father of her child lives with her. It is not fair. Why a family that registered their marriage is not able to get assistance because the husband is officially registered and has a job and the income of which exceeds the living wage will not be able to get assistance? And those who are hiding can get it”.

The deputy says that it turns out that social assistance commissions created in District Executive Committee sometimes fail to fulfill their functions and part of the money was given to people who should not have received the assistance.

Maryya Hudaya: “It seems that commissions did not always visit people. It is because they were ordered to render social assistance in time. However, it is necessary to visit families applying for social assistance several times and to look at their living conditions to assess the situation in an impartial way. It could be given for one month if there was any doubt”.

According to preliminary calculations of deputies, it will require about 40 billion roubles to render categorical assistance. The deputy says that the government should think of where to get the money. They should either take it from the income or reconsider other articles of the budget.

Maryya Hudaya: “At first we may get a budget loan. However, the loan should be returned. It means that the money will be taken from the income of the budget is overfulfilled. The other way out is to reconsider other articles of the budget when it will be corrected”.

The accountant of the job centre of Maladzechna District Executive Committee Svyatlana Prybalovets says they have already used all the money supposed to be given out in the fourth quarter of the year and are able to render assistance only thanks to the additional 50 million roubles allocated by the Ministry of Finance the other day.

Svyatlana Prybalovets: “We have received 50 millions; the notification arrived on April 10. It must have been taken from the regional budget. Now we have 193 million 500 thousand roubles. I do not know whether it will be enough till the end of the year but we are rendering the assistance without any problems now because we are using the fourth quarter’s money”.

According to the accountant, they will need at least 100 million roubles to keep rendering the assistance till the end of the year. Budget money will not be enough to render categorical assistance during the whole year in Myadzel District either. However, the deputy head of the social department of Myadzel District Executive Committee Nadzeya Heranovich informed ERB that more than 10 additional million roubles was allocated to them by the Ministry of Finance so the current 78 millions should be enough to last till the end of the year.

Nadzeya Heranovіch: “The number that was planned last year is unreal. We would have never managed to stick to it. But the problem has disappeared because the Ministry of Finance has started allocating additional money”.

A deputy Maria Hudaya thinks that it is necessary to reconsider the concept of rendering categorical assistance. Only those whose income is lower than the living wage will be able to get the assistance. However, she thinks that sometimes there can be situations when people whose income does not allow them to get assistance have to apply for it. For example, a person may fall ill and lack money for expensive medicines. However, where can they find money for such people if they lack money to render assistance to those who have nothing to live on? And they have to that they really need it to members of the categorical assistance commission.
