Housing and communal services cutting LAN cables

Administrators are maid to pay the rent and stop the work of servers. There is no document allowing creation of a home LAN in blocks of flats: there is no responsibility for it, but at the same time there is no permission to do it either. As the European Radio for Belarus informed, the document is planned to be worked out till the end of August.

Housing and communal services pasted warnings demanding to present them lists of flats connected to LAN’s and documents proving that the connection was legal in April. They did not receive any lists because the procedure of installation of a legal LAN exists only for organizations. But the process did not stop there. The head engineer Andrei Tsyalehin informed ERB about the fate of inhabitants of Kastrychnitski District.

Andrei Tsyalehіn: “Cables will be cut off. They will be rolled and thrown away or taken to the warehouse. The majority of cables can be found on roofs and service floors. As far as I know, about 100 flats are connected to LAN’s. It’s only those whose cables can be easily seen. We will find out the exact number when we start disconnecting them.

At the moment home nets of Kastrychnitski District dwellers have not been destroyed. They are still waiting for a response of “Minsk telecommunications” to find out whether the cables are marked. They do not want to cut wrong wires. Inhabitants of Suharava-6 are not that lucky. The head engineer of housing and communal services organization #77 Syarhey Yanouski says that their district has been living without LAN’s for half a year.

Syarhei Yanouskі: “We have 35 houses. Eight of them were completely “cut off”. I mean the air cables. It was very strict before the elections because there was a lot of propaganda. We disconnected everything at that time. We forbade restoring them and changed all attic keys. Of course, people are complaining a lot but there is nothing we can do until it is legalized”.

Cables were not cut off in Central District but the issue was solved anyway. The head of housing and communal services organization #62 Alyaksandr Hopsha says:

Alyaksandr Hopsha: “We disconnected all LAN’s. We talked to administrators and told them to stop rendering such services. They turned off all servers. Of course they tried to resist, but people understand everything”.

There are various appeals on forums of LAN’s: warnings to employees of housing communal services like “Don’t touch! It will kill you!” and advice to ask builders to hide the cables. Housing and communal services are waiting for the administrators to pay the rent; tax inspectorate is waiting for taxes…. The head engineer of housing and communal services organization #120 Andrei Tsyalehin says:

Andrei Tsyalehіn: “Administrators will have to register as legal entities and rent offices for their equipment: cables, amplifiers… I heard that a kilometer of cable costs about 80 thousand BRB. Administrators will accept user charge that will be sent to accounts according to which legal entities will be paying taxes…”
Most likely, Minsk inhabitants will be deprived of LAN’s by the end of summer. No one knows whether the legalization procedure will be easy, but even officials doubt it.
