Lukashenka's decree: All concerts should be permitted by ideologists
Alyaksandr Lukashenka signed Decree #257 "On some issues of organization and conducting of cultural and entertainment events".
Euroradio informed about the preparation of this decree three months ago.
According to the information provided by BelaPAN with a reference to the Presidential press-office, organizers of any concert will be obliged to get a certificate confirming their right to organize and conduct cultural and entertainment events. Such certificates will be issued by the ideological, cultural and youth work administrations of regional executive committees and Minsk city executive committee.
If an event features Belarusian musicians, the certificate will be free. If it involves both Belarusian and foreign musicians, or just the foreign ones, organizers will have to pay the official fee. The money will go to the special fund of the President of the Republic of Belarus on support of the talented youth.
The decree also prescribes cases when concerts organizers may be freed from getting a certificate, or from paying for it.
Euroradio reminds, touring certificates were abolished on January 1, 2011. Since that time, the principle of notification worked during organization of events in Belarus. This means, it was enough to notify the executive committee that a certain concert would be held.
