General Prosecutor's Office asks Interior Ministry to be "more human"
Belarusian law-enforcement agencies use the strictest restraint - arrest - too often.
The General public prosecutor's office has sent a letter to the Minister of Internal Affairs, in which it has stated the following: the preliminary investigation authorities rarely use such restraints as a house arrest or a bail, according to "Ejednevnik". The number of resolutions to use these restraints decreased by 10% — from 408 in 2009 to 366 in 2010.
The number of crimes registered at the territory of the Republic of Belarus has decreased by 6,9% in 2010, while the number of persons under investigation who avoided such restraint as arrest, has not considerably decreased.
According to the General public prosecutor's office, it is recommended to use a more broad range of restraints, not connected with the arrest, and to consider personalities and family status of the accused, especially when it concerns non-severe crimes.
