His detention may be connected with the activity of the Communal Services Administration, namely, with division of apartments among the "necessary people" and relatives.
Victar Pilipets is 49. He works as a Chairman of Homel city executive committee since October 2009. Before this, he was the President's assistant - chief inspector in Vitsebsk region.
